Project description

Legal Zoning Plan no. 880 – Friedberger Landstrasse / South of Wasserpark – is currently dormant. With the Coalition Agreement “2021 – 2026 – Shaping a new Frankfurt” changed planning objectives were envisaged for the project area, which have to be approved by new resolution of the City Council. The process is still ongoing.

Reason for planning 
On the basis of resolution 9550 adopted by the City Council on February 24, 2011, the area where Bornhein, Seckbach and the “Ernst May district” intersect was subject to a preliminary study with a view to the possible implementation of an urban development measure.
As the interim findings of the study, the area in question was as per resolution 1053 adopted on February 23, 2017 formally removed the area from the scope of application of the preliminary investigations and the legal zoning planning procedure no. 880 – Friedberger Landstrasse / South of Wasserpark then launched.
Under the original planning approach, a reorganization of the existing plots of land would have been necessary in order to realize the plans. As a result, in January 2021, a reallocation process was initiated. Like the legal zoning plan, this process is likewise currently dormant.

Planning area
The geographical scope of the legal zoning plan to be compiled, no. 880 – Friedberger Landstrasse / South of Wasserpark – lies in Frankfurt’s Nordend district and comprises an area of around 16.6 hectares. The planning area is bordered to the west by Friedberger Landstrasse, in the north by Wasserpark and in the east by private areas of greenery. The southern fringe of the land is bordered by the building plots located to the north of Münzenberger Strasse and Butzbacher Strasse.

Planning objectives
In 2017, an urban development and landscape planning competition was staged for the area under planning and involved intensive civic participation. In keeping with the urban density of Frankfurt’s Nordend district, defined as it is by the Wilhelmine era, a quarter with perimeter blocks with multi-story structures boasting up to 1,500 residential units and three strips of greenery was plannedary school with at least four parallel classes and a secondary school are also to be built.

Planning progress

Since May 2021: Conclusion of the Coalition Agreement “2021 – 2026 – Shaping a New Frankfurt” with changed planning conditions and with the objective of “new construction only on areas already sealed”. Consultations are ongoing on the changed planning objectives.

January 2021: Initiation of the redistribution process and announcement of the redistribution resolution in the City of Frankfurt Official Gazette on January 12, 2021

December 2020: Conclusion of the draft Zoning Plan no. 880 - Friedberger Landstrasse / South of Wasserpark -and preparation of a draft resolution for the City Executive Council to initiate decision-making and for the City of Frankfurt City Planning Dept. to publicly display the plans.

November 2020: Completion of the reallocation discussions for the reallocation process within the bounds of Zoning Plan no. 880.

August 2020: City of Frankfurt Schools Dept. awards the realization of four separate Planning Phase Zero contracts for new-build schools in the area covered by Zoning Plan no. 880.

July 2019: The City of Frankfurt Parks Dept. tenders and awards contracts for the green spaces in the area covered by the planning.

November 2018: Initiation of the hearing discussions for the land reallocation process in the area covered by Zoning Plan no. 880.

September 2017: Decision on the competition in favor of the design “Die Günthersburghöfe” submitted by a consortium comprising tobeStadt, Stefan Bernard Landschaftsarchitekten, Crossboundaries Architekten and Kölling Architekten.

February 2017: The City Council with resolution 1053 on February 23, 2017 planning approval was granted for legal zoning plan no. 880 – Friedberger Landstrasse / South of Wasserpark –.
