Frankfurt is becoming ever more of a magnet for students. The „Frankfurt Program for the Creation of Student Accommodation“ is designed to appeal to interested developers and offers attractive incentives for the construction of student apartments.

Development subsidies of up to 1,585 euros per square meter of residential space have been made available for the construction of new student accommodation and the conversion of commercial premises for the same purpose. The subsidies bear no interest for 20 years and the repayment rate is 1 percent. Grants can also be awarded upon special application. Rent including services and heating must not exceed 350 euros per person. Rents must be fixed for a 20-year period and the form of occupancy maintained. During this time the property may only be let to students attending a Frankfurt university.

The range of support the City of Frankfurt offers was updated in July 2016. In the amended version the energy-related subsidy standard has been liberalized to allow a variety of methods. This takes the technological advances in the fields of the environment and energy into account. In future, flexibility and the liberalization of the energy-related conditions for subsidies means that various approaches can be taken with regard to subsidies to assure protection of the climate and resources. Furthermore the regulations governing the rent level were adjusted. In future the rent can be adapted moderately in line with the general trend in prices (consumer price index).
