Project description

Reason for planning
The objective of establishing the development plan is to realign the boundaries on the town’s edge north of the “Neuer Friedhof” cemetery and obtain planning permission for a general residential zone. Since we are expecting Frankfurt’s population to continue to increase over the coming years, the development plan has been formulated to stay abreast of the growing demand for residential space in the metropolitan area.

Development district
The “Südlich Am Riedsteg” development zone is located in Frankfurt’s Nieder-Erlenbach district to the north of the city. Spanning an area of some 6.9 hectares, the zone in question is situated vis-à-vis “Am Fuchsloch” commercial estate.

The spatial ambit is bounded by “Alt-Erlenbach” street in the west, “Am Riedsteg” country lane in the north, an allotment site with “Mühlweg” country lane in the east and “Neuer Friedhof” cemetery in the south. A small strip of land that was formerly part of the cemetery has been included in the ambit of the new zone.

Planning objectives
In the residential estate the focus will be on constructing both detached family homes alongside multi-storey apartment blocks. This mix is intended to offer different groups of the population different types of housing. To cover the urgent need for affordable housing, 30% of the total space is designated for publicly subsidized housing. Moreover, areas have been set aside for communal or cooperative housing projects. Since the district of Nieder-Erlenbach does not yet have a sports hall of its own and this is urgently needed for local clubs to train, a sports hall will be included in the planning. The planned sports hall will be erected in combination with a children’s daycare facility in one and the same building, with the childcare center being located on the ground floor.

Project progress
As illustrated on the Regional Land Use Plan 2010 (RegFNP) issued by the FrankfurtRheinMain Regional Association and enforced on October 17, 2011, most of the development district has been earmarked for residential use, while the strip in the south is still designated as a green space/cemetery. This zone will be classified as residential land in due course.

The development district falls fully under the scope of development plan no. 417, which came into force on June 12, 1984. Most of the land has been designated as agricultural land, only in the south a narrow strip has been stipulated as a public green/cemetery. As the cemetery is no longer used to full capacity as shown here, this strip of approx. 50 meters wide has now been included in the reach of development plan no. 908 and earmarked for residential use. In addition, the southern section contains a small site specified as a yard for the Main Gas Werke (today: Mainova) utility. The range of development plan no. 908 will replace development plan no. 417.

On May 22, 2014, the City Council passed the resolution to set up development plan no. 908 – South of Am Riedsteg.

On March 10, 2015 the draft urban design proposal was presented to the public at a meeting of the Local Consultative Council 13 in a move to include citizens in the planning at an early stage. Council members and other interested parties took this opportunity to voice their opinions. 

Two months later, from mid-May until the end of June, authorities and departments had the chance to become involved in the planning and to make their suggestions as regards the urban planning concept.

The feedback we have received from citizens, authorities and departments will be assessed in the near future. The concept of the preliminary urban design will be reviewed and expert opinions obtained as required.

The suggestions from the early public participation as well as the offices and authorities were evaluated and necessary reports were obtained. The concept of the urban design was reviewed and revised as well as adapted to the new parking place statute of the city of Frankfurt from 01.02.2017.

The draft legal zoning plan will be developed on this basis.

This as well as other documentation, in particular the information already available relating to environmental issues were on public display from Jan. 26 – Feb. 26, 2022 and could be viewed by anyone interested.
