Project description

Reason for planning
From the early to the mid-1990s the situation in the housing market in Frankfurt/Main was tense. In order to meet the enormous demand for housing, which development downtown alone could not have satisfied, and to source new real estate for housing as quickly as possible, the City drew on the scope afforded by what was then a new instrument, the Urban Development Decree. This enables communities to swiftly allocate land for building purposes and skim off the increases in value the development brings with it to build the requisite infrastructure.

Development district
The Riedberg development district is located in the northwest of Frankfurt and covers  a gross surface area of 267 hectares of real estate, making it one of the largest urban development projects in Germany.
The area is made up of 89 hectares net of building land, 94 hectares of parks, stretches of greenery and integrated landscaping, 17 hectares of building land for social welfare and sports facilities, 45 hectares set aside for transport infrastructure and public space, and 22 hectares committed to the university.
The district is approx. 8 km from downtown and is predominantly part of the Kalbach-Riedberg district, while the university section is part of the district of Niederursel.

Planning objective
Riedberg and its seven quarters (Bonifatiusbrunnen, Schöne Aussicht, Universität, Mitte, Ginsterhöhe, Altkönigblick, and Niederurseler Hang) is to be developed into a district of Frankfurt/Main which on balance offers all the characteristics that will be associated with high quality of life in coming decades.
On final completion, approx. 15,000 people will live in the district – in approx. 6,000 dwellings. They will be of different ages, belong to different social classes, come from many different countries, and reside in different-size apartments/houses in various price categories.
All the essential everyday facilities such as shops, medical practices, restaurants and cafés, as well as the various public amenities a district requires, such as nurseries, elementary and high schools, sports facilities and parks, will be at hand.
Up to 3,000 people will work in the state-of-the-art offices and laboratories of the companies who cooperate closely with the Natural Sciences Faculty of Frankfurt’s Goethe University, which will be based entirely in the Riedberg district. As a result, approx. 8,000 students will study in the various university buildings there.
People working in downtown Frankfurt will reach their jobs in just under 20 minutes by LRT.
All that Frankfurt has to offer in terms of culture and shopping opportunities could not be easier to reach.

Project progress
In 1993 the City Council resolved to conduct preliminary investigations into an urban development project. The results confirmed the area’s particular suitability and importance for the city’s urban development.
In 1995 the architects and urban planners Trojan + Trojan und Neu in Darmstadt compiled an initial expert opinion. The document was modified to function as an urban development concept and served as the basis for securing the legal planning permission. In 1996 the City Council resolved the relevant decrees governing the formal specifications of the “Am Riedberg” urban development zone and took the decision to draw up development plan no. 803 Am Riedberg, which came into power in May 1997.
On December 19, 2002 the decision was taken to draw up the first amendment (development plan no. 803 Ä Am Riedberg).

In 2006 the process relating to development plan no. 803 Ä was divided into six sections. The development plans

  • no. 803 Ä1 - Riedberg Mitte (since December  24, 2007)
  • no. 803 Ä2 - Riedberg Schöne Aussicht (since September 1, 2009)
  • no. 803 Ä3 - Riedberg Ginsterhöhe (since October 18, 2011)
  • no. 803 Ä4 - Riedberg - Altkönigblick (since May 14, 2013)
  • no. 803 Ä5 - Riedberg - Universität (since August 27, 2013)
  • no. 803 Ä6 - Riedberg - Niederurseler Hang (since May 19, 2015)

are legally binding.

The resolution covering annulment of the statute governing the formal definition of the urban development zone “Am Riedberg” was announced on June 28,.2016 in the City of Frankfurt’s official gazette.
