Project description

Reason for planningr
Because the population of Frankfurt/Main continues to grow strongly, the high demand for additional housing will persist in the future. This is being among other things by creating attractive residential areas. In this context, Legal Zoning Plan no. 813 provides the legal foundations for the further realization of the “Hilgenfeld” residential quarter.

Development district
The development district is in the north of Frankfurt, on the edge of the Nidda Valley and to the north of the developed part of the Frankfurter Berg suburb. It is bordered by Homburger Landstrasse in the east, and the Main-Weser railroad track in the south. Agricultural land with orchards adjoins to the north. With the Frankfurter Berg light rail station in walking distance, there are good public transport connections.

The geographical scope of Legal Zoning Plan no. 813 covers an area of approx. 17.2 hectares. The majority of this is used for agricultural purposes (fields and pasture land). In the east the geographical scope includes the existing “Taunside” residential quarter.

Planning objectives
In a location particularly suitable for the purpose, a residential area is to be built with 850 to 900 new residential units, supplementary infrastructure, and to ecological standards. Different needs in terms of styles of living, building types, and forms of ownership are being taken into account. Clearly legible spaces, plazas, and neighborhoods serve to structure and green the area. An efficient system of roads and paths taking the general and particular requirements of all users into account is being put in place.

The planning has taken into account the requirements resulting from climate change, the retention and management of rainwater, and an emission protection concept has been deployed. Furthermore, special importance was also attached to consideration of the existing “Taunside” development, the creation of a district center, links between the area and the open countryside, as well as the fact that the Frankfurter Berg suburban rail station is within walking distance.

Planning Progress

May – June 2024: Exhibition with a panel discussion at the City of Frankfurt Dept. of Planning on te topic of “Hilgenfeld – Frankfurt’s first climate-protection neighborhood; a thematic tour of the emergence of an innovative housing estate in North Frankfurt”

2023 and 2024: Installation by the developer of the access and drainage systems necessary to realize the land use plan

December 19, 2023: Legal Zoning Plan no. 813 comes into force

July 20, 2023: The City of Frankfurt Municipal Council enacts the relevant statutory regulations

2023: A competition for architectural and open-space planning is held for two blocks of apartments, the quarter’s central plaza, and four additional plazas in the quarter

2021 and 2022: Urban planning contracts are negotiated and concluded with the owners of the land taking into consideration the designation of land for construction envisaged for Frankfurt’s overall urban development in order to

  • putting in place the necessary access facilities
  • Ensuring the provision of subsidized housing
  • realizing communal and cooperative housing projects
  • providing childcare in daycare facilities

August 26 -September 28, 2020: Public disclosure and display of Legal Zoning Plan no. 813 to promote civic consultation and participation and involvement of the relevant municipal agencies with subsequent evaluation of the statements and suggestions received

May 7, 2020: City of Frankfurt Municipal Council passes a resolution designating land for construction to underpin Frankfurt’s urban development

2018 and 2019 The urban planning concept is refined, taking into account the attendant coordination processes and studies with a view to establishing a draft legal zoning plan

“Housing for All” architectural competition

In connection with realization of the “Housing Quarter North of Frankfurter Berg – Hilgenfeld”, the City of Frankfurt Planning Dept. together with Deutsches Architekturmuseum (DAM) and AGB FRANKFURT HOLDING in 2017 for the first time organized an architectural prize for affordable housing. The competition was entitled “Housing for All: New Frankfurt 2018”. DST, the German Association of Cities, the German Federal Foundation for Built Culture, and the State of Hessen Chamber of Architects and Urban Planners were partners in the competition. The competition jury convened on Feb. 21, 2019, and the jury selected four prize winners and issued one special commendation.


Concept assignment for housing projects and cooperatives selected

On Friday, June 28, 2019, the Advisory Council resolved which concepts for the new-build Hilgenfeld housing estate it would select. A total of five communal housing projects and cooperatives were chosen to realize their housing projects at Hilgenfeld. Communal and cooperative projects had had until the end of May to table convincing concepts in a bid to be awarded a plot of land in the new-build Hilgenfeld quarter. In all, 13 applicants took part, and five won the Advisory Council over: Freunde fürs Leben, Familiensinn 2.0, Kooperation Frankfurt, Mietbauhaus Hilgenfeld, and Nest Frankfurt.


Competition for architectural and open-space planning submissions to realize the center of the new quarter

In 2023, ABG FRANKFURT HOLDING in coordination and cooperation with the City of Frankfurt Planning Dept. hosted a realization competition for the further planning o the North of Frankfurter Berg – Hilgenfeld housing estate. The competition tasked participants with devising plans for two residential and business buildings on the quarter’s central plaza as well as designing the plaza itself. In addition, four additional neighborhood squares were included in the competition.

On Nov. 14, 2023, the prize jury awarded 1st Prize to the Frankfurt branch of pbr Planungsbüro Rohling AG and unanimously recommended that AGB FRANKFURT HOLDING adopt the proposal as the basis for further elaboration. It gave 2nd Prize to HHS Planer + Architekten in a joint venture sunder plaßmann noll plan + bau, both based in Kassel. Frankfurt’s dirschl.federle_architekten together with Kassel’s GTL Landschaftsarchitektur won 3rd prize.

The competition results will be presented from May 28 through June 17, 2024, in the context of an exhibition on Hilgenfeld in its entirety. The exhibition opening will take place on May 28, 2024, at 7 p.m. in the atrium in the Planning Dept. building at Kurt Schumacher Strasse 10.
