Project description

Reason for planning 
On the basis of resolution 9550 adopted by the City Council on February 24, 2011, the area where Bornhein, Seckbach and the Ernst May district” meet is being analyzed with a view to the possible implementation of an urban development measure in line with section 165 of the German Building Code (BauGB.) As part of this, the idea of covering the A661 interstate is also being considered as a precondition for creating a continuous green corridor between Huthpark and Günthersburgpark.
In the course of drawing up an urban and landscape planning framework, altogether seven potential housing construction quarters were identified in the area under review.
At this juncture the above-mentioned studies have not yet been completed, but for the area “Friedberger Landstrasse / South of Wasserpark”, one of the seven residential areas in the Ernst May district, it became clear as early as 2016 that the legal prerequisites for applying urban development measures were nit in place . 
In order to implement the plans geared to creating inner-city housing appropriate for the location within the city boundaries, resolution 1053 adopted on February 23, 2017 thus formally removed the area from the scope of application of the preliminary investigations and launched the legal zoning planning procedure no. 880 – Friedberger Landstrasse / South of Wasserpark .   
A reorganization of the existing plots of land will be necessary for further implementation. Should a complete reorganization of the plots under private-law regulations not take place, a reallocation process in accordance with sections 80 ff. of the German Building Code (BauGB) will be carried out.

Planning area
The geographical scope of the legal zoning plan to be compiled, no. 880 – Friedberger Landstrasse / South of Wasserpark – lies in Frankfurt’s Nordend district and comprises an area of around 16.6 hectares. The planning area is bordered to the west by Friedberger Landstrasse, in the north by Wasserpark and in the east by private areas of greenery. The southern fringe of the land is bordered by the building plots located to the north of Münzenberger Strasse and Butzbacher Strasse.

Planning objectives
The location within the city boundaries and the good private and public transport connections are excellent preconditions for extending the settlement and creating new land for housing. To this end, in 2017 an urban development and landscape planning competition was staged with a view to deciding the future shape of the development.
In keeping with the urban density of Frankfurt’s Nordend district, defined as it is by the Wilhelmine era, a perimeter block with multi-story structures boasting up to 1,500 residential units will be built on the land.  
The existing surrounding green spaces in the form of Wasserpark, Bornheim Cemetery, Frankfurt’s main cemetery, and Günthersburgpark will be connected through public areas of greenery such that the general public benefits from the development of the land and the new neighborhood is surrounded on all sides by areas of greenery to walk in. The adventure playground bordering the planning zone to the south east will remain in its present location.  
Given the above-mentioned prerequisites a dense building structure is in principle possible, with which the settlement to the east of Friedberger Landstrasse and north of the Nordend district (Butzbacher Strasse) will be advanced.  
In order to provide for different living arrangements that represent a broad cross-section of urban society, at least 30% of the living space will be reserved for subsidized housing and 15% for co-operative and communal housing groups.  
A further stipulation with regard to the location is the avoidance of negative effects on the climatic situation in the city as well as on neighboring areas.  
Through installing climate-active surfaces in private and public spaces (areas of greenery, traffic areas, building surfaces), rainwater will be handled in an innovative and exemplary way.
In total, the quarter will require three daycare centers, while one primary school with at least four parallel classes and a secondary school are also to be built.
