Project description

Reason for the planning
In the Fischerfeld and Allerheiligen quarters, existing housing will be secured by legal zoning plans and, depending on the situation, be extended by realignments. Undesired usages like entertainment venues that are typical of the core area are to be prevented.

Development district
The two Fischerfeld and Allerheiligen quarters are located in the eastern section of downtown and together cover a total of some 30 hectares. They are delimited by the Obermainanlage to the east, the Main River in the south, the Kurt Schumacher Strasse to the west and the Zeil in the north. Battonstrasse forms the boundary between the Fischerfeld quarter in the south and that of Allerheiligen in the north.

Planning objectives
For the Fischerfeld quarter, legal zoning plan no. 897 – Fischerfeldstrasse/ Lange Strasse – will be re-issued. For the Allerheiligen quarter, the intention is to amend legal zoning plan no. 546 – Breite Gasse (in force since 2006). The legal zoning plans that constitute the proposal define the objectives with regard to planning law, urban design, environmental planning, and housing policy, guarantee environmental and climate protection issues as well as mobility compatible with the city, and take social infrastructure needs into account.

The intended sustainable urban development in the southeast of the downtown area will be conducted under the premises of inner-city development, the aspect of climate-friendly district development, and the provision of housing in line with social welfare considerations. As a legal zoning plan based on this trio of inner-city considerations, the Fischerfeldstrasse / Lange Strasse legal zoning plan will for the first time specify throughout a pro-rata share of 30% subsidized housing. This specification of a pro-rated share of subsidized housing complies with the interest to create and preserve socially stable resident structures. A wide range of housing ensures that the downtown area remains attractive for many strata of the population.

Housing will be preserved and advanced by adapting the uses to which buildings are put. The ecological and open-space planning deficits arising from the current density will be reduced in the long term through environmental approaches to the greening of individual plots of land and the quarter as a whole. The particular challenge in terms of planning is the result not just of the limited amount of open space available, but also of the urban development goal of highlighting the urban layout by closing the peripheral block structure. On public roads, more trees and the creation of plazas, arcades, paths and passageways will enhance both the cityscape and streetscape.

A wide range of housing ensures that the downtown area remains attractive for many strata of the population.
