Reason for planning
Commercial activity at “An der Sandelmühle” has ceased. The brownfield site will be repurposed for new use in the near future. Given the attractive location to the south of the nature reserve on the banks of Urselbach brook near the River Nidda, the existing building fabric in the surroundings, and the local public transport connections already in place, the plan is to create a new residential area here. 

Development district
“An der Sandelmühle” is located in Frankfurt’s Heddernheim district, in the north of the city. It essentially covers the disused site of VDO Adolf Schindling AG, which no longer exists, and the grounds of two adjacent commercial premises. The overall scope of the development is just under 7 hectares in size, with the area earmarked for repurposing embracing some 4.5 hectares. The section to the east of this complex where the business operations will continue measures approx. 2.5 hectares.

Planning objectives
The repurposing of the brownfield site for residential use means that less greenfield development will be necessary. The urban concept seeks to offer different categories of dwellings in an effort to deliver residential space for people from different walks of life.
Single-family dwellings, condominiums, as well as state-funded rental apartments are envisaged. It is hoped that the additional dwellings will help ease the situation on Frankfurt’s residential market.

The area near the “Sandelmühle” underground stop is earmarked for multistory residential development. The land between the stop and the buildings will take the form of a plaza and will constitute a meeting point for the residents of the new quarter and the neighboring estates alike. Terraced and semi-detached houses will be built to the rear of the multistory complex. With a view to meeting the additional demand from the new housing development, as well as to accommodating the much-needed nursery places in Heddernheim, a childcare facility is also envisaged on the site. Three-storey apartment buildings are envisaged near the Urselbach stream. The structures will be arranged such that they open out the area to the river. 

The existing green belt that extends along the Urselbach will be continued by widening the streamside meadow. Private gardens and additional green spaces will introduce more parkland to the area, significantly boosting the quality of life in the new residential estate.

The eastern section of the ambit will, as previously, be designated as a limited commercial estate, such that existing commercial operations will not be impaired.

Planning progress
Following the closure of the commercial enterprises there, the “An der Sandelmühle” brownfield site was repurposed to enable conversion into a residential estate in the future. Urban planning for a new residential quarter got underway as soon as the future use of the area had been agreed with the owners.

On February 16, 2012, in the context of an public hearing at an early point in proceedings the urban planning proposal was presented to the Local Consultative Council along with the aims and objectives for a potential development plan. The plans were discussed with members of the Consultative Council and interested members of the public.

One month later, all the relevant government agencies were consulted in a period running from March 15, 2012 until April 20, 2012. During this time the authorities involved in the process all had the opportunity to input opinions on the urban design concept.

On May 3, 2012 the Council of the City of Frankfurt/Main adopted the resolution to draw up legal zoning plan no. 889 “An der Sandelmühle” (section 1600). 

Given the planned residences in the western section of the development plan, the South Hessen Regional Plan/ Regional Land Development Plan 2010 will be amended accordingly. This means that the zoning purpose stated there will be changed from commercial building land to residential building land (4.5 hectares will be re-designated as residential building land and green space).

A proposal for the development plan no. 889 (An der Sandelmühle) was devised on the basis of the urban design. 

In early 2018, following evaluation of the suggestions and opinions voiced during the public consultation phase, the draft of the legal zoning plan was amended. Of significance here is the amended lines of some building lots and the enlarged area dedicated to greenery along the Urselbach.

Parallel to the legal zoning planning procedure, an urban development contract was drawn up with the owners of the land. Among other things, the construction of the planned childcare facility and the guarantee of subsidized housing were key subjects of said contract. Furthermore, various measures aimed at improving the flow of traffic in the vicinity of the area that comes under the legal zoning plan were examined, agreements made with regard to the reconcilable vicinity of the planned new residential area with the neighboring commercial estate, and a concept for managing the rainwater that falls in the new residential defined.

The draft development plan has been completed and has now been tabled for the relevant by-law to be passed in the relevant political procedures.
